Job Summary
This role is crucial in ensuring the efficient and secure operation of all digital systems, networks, and devices, supporting Learning within the health sector from implementation experience, research, routine Monitoring and Evaluation (M&E) and capacity building. The specialist will work closely with the internal team and external partners to provide technical support and help the Learning Centre to ensure the appropriate capacity, systems and governance required to maintain and manage robust digital platforms and services that enhance the institution’s mission. The individual will provide advisory support in operationalizing digital health strategies, policy advise, support training sessions related to the management, maintenance and governance of technology solutions and support the documentation and management of digital infrastructure.
Key Duties and Responsibilities
- Advise on systems and processes for digitization needs, including device management, user support and other basic learning center systems in the areas of knowledge management, research, M&E and E-learning
- Capture, elaborate and document coherent, context-appropriate and technological user requirements in collaboration with end-users, government agencies and other partners
- Conduct analysis of digital technology applications, recommend appropriate digital solutions and work with software vendors of such solutions to communicate requirements and priorities, test regular feedback on bugs, expectations and features to ensure solutions are working well and meeting deadlines
- Support technical setup and configuration, user testing, training, monitoring, system ticket escalation and transition of systems.
- Contribute to the development of manuals, Standard Operating Procedures, and training materials to support system implementation and assist in training system users in the use of information technology.
- Document technical product lessons learned for center-wide or global sharing, progress and global reporting
- Build and maintain a strong partnership with government agencies and partners by serving as a key advisor on strategic and operational activities and effectively coordinating the Digital Health Learning Center
Educational Qualifications, Skills, and Experience Required
- Bachelor’s degree in computer science, Information Technology, Information Communication Technology, health data sciences, public policy or related field. Master’s degree preferred
- Many years’ working experience with high level of responsibility and leadership in technical project management, technology management or in similar role
- Proven experience in planning, designing and implementing technology-based solutions across the full software delivery lifecycle with stakeholders and users. Proven experience with diverse modern content management systems (e.g., Drupal, Joomla)
- Experience in web development frameworks (e.g., React, Angular, Vue.js) and ability to integrate websites with social media platforms
- Knowledge of health information systems, data management, and interoperability standards
- A better understanding of digital health platforms, mobile applications, and electronic medical records systems
- Exceptional written and oral communication skills; ability and experience communicating effectively with people of varied professional and cultural backgrounds
- Business fluent in English
